My HP Notebook has been overheating and throttling for quite some time now. I've inspected the fan and it isn't clogged or anything - there just doesn't seem to be any airflow when it turns. The notebook is only a couple years old so I don't think it's the thermal paste (though I am willing to try this next if the fan doesn't fix it). I've struggled to find a fan online to replace the current one - how can I be sure I'm ordering one that will fit?

The fan part number is L23189-001. Make sure you blow out the heatsink fins well.
Myself, the first time I open my laptop for anything I usually change out the thermal pad or paste with some high quality thermal paste.

Well there is always the first time. The keys to a good job is thoroughly cleaning the old pad or paste off the heatsink and cpu and gpu. I use small amount of rubbing alcohol on a paper towel after removing most of the old material with a paper towel. I finish up with a q-tip dipped in alcohol sometimes if there's a mess.
Once it's cleaned, apply a small drop of quality thermal paste on the center of cpu and gpu. Some people then install the heatsink, using the pressure of the heatsink to squeeze out excess. Others spread the thermal paste as thin as they can then install the heatsink.
