My laptop is connected to two external montiors (1 HDMi and 1 by Mini-Display Port) with the lid closed.
If I must I reboot my computer, I have to open the lid and get the screen to come on, enter my password then re-close the lid. Shouldn't the laptop recognize that it is connected to two external monitors automatically (lid is still closed)?
Is there a setting somewhere that I'm missing? I remember on an older Lenovo ThinkPad it had a setting on what to do when the lid is open or closed in this situation.

Thank you for your inquiry.
I understand that you have two external monitors connected. Currently you must open the lid of the notebook to be able to type in your password and restart the system before closing the lid again.
Previously with your other notebook you did not have to do that step to reboot your system.
I believe if you set one of the external monitors as the main screen,it would then show the start menu on that monitor for you to select from.

You could also try looking for this task bar settings (show task bar on all displays). My research indicates that Windows 8 included that option, but I am unsure if it is applicable in Windows 10. If you right click on the task bar and choose properties, you should see it. As I do not have multiple monitors, I am unable to test that option. I would appreciate it if you let me know if it was available and the outcome.

I have one of the external monitors setup as the main display while the lid is closed. If I reboot though, that is the screen that will go blank and then I must open the lid to my laptop and login again.
There also was not a setting on the taskbar that you are referring to that I can find.

Thank you for the update and information.
What connection is the external monitor that is set as the main display using, the HDMI or the Mini Display Port? Are you using any adapters? What is the specific model of Spectre x360 you have? How Do I Find My Model Number or Product Number?. Do both external displays come up blank on reboot? If one display does come up on reboot, it you set that one to the main display, does it make any difference. What model are the external displays?

This is the information on my and specific model number
The monitor that goes blank on reboot is connected by mini-display port. The other monitor is connected by HDMI and it does not go blank. I will try switching primary monitors to see what happens. The mini-display connections turn into an HDMI connection as the monitor, so no adapters per se.
External displays are ASUS model # VS228 H-P or VS228

I changed the primary monitor to the straight HDMI connection to HDMI connection same result with the lid closed after a restart. In order to login I had to open the lid and login on the laptop to get past the login screen.

Thank you for the updates.
I know I had you check what closing the lid does in your power management settings. I am not sure if this is an option, but can you try disabling the notebook display.leaving the monitor with the HDMI connection as the primary. If that is not possible then disable that notebook display in Device Manager. If you go to Device Manager and click on monitors it should list all 3. Right click on the notebook display and disable. Restart your notebook. What happens?
If for any reason if none of the monitors display, disconnect the external monitors and boot into safe mode to change the settings back. HP PCs - Windows Safe Mode (Windows 10, 😎.
