Just bought the Spectre x360 16 Core i7-1360P, 32GB, I notice that the CPU throttles under load, even the temperature of the CPU is in lower 70s. I ran the Cinebench r23 and it results only 5050 point which is very low for this CPU. When monitoring the power package during the Cinebench R23 test, I notice that the CPU starts at about 55 watts for 7-10 seconds and then throttles down to 15 watts for the rest of the test, even the temperature is in the high 60's to low 70's. I have tried all the profiles in the HP command center but it makes no difference. Any idea what setting to change in bios or windows to stop it from throttling that much.
