Battery still doesn't charge unless it fully discharges after running PC Hardward Diagnostics UEFI utility and doing a battery calibration.

Yes.

 

It needs to be replaced with a new compatible battery. They are sold on Amazon at good prices.

I suggest that you use the HP PC Hardware Diagnostic.

 

Connect the power adapter and run the battery test.

Component test failed

Charge capacigh 67%

Battery Status: Replace (42)

Bagttey Age 1225 days.

I guess I need a new battery?
