HP Spectre x360 - 13-w018tu Z4J04PA
Microsoft Windows 10 (64-bit)

The laptop has a bloated battery when it was under warranty. The battery got changed for free. Now my laptop is out of warranty and the battery is bloated again. HP is quoting me close to $300 to get it replaced. 2 things: 1. Why are both the batteries bloated? Are there some kind of quality issue that HP should own and not charge the customer for? 2. Why is it so expensive to replace the battery?

HP is not responsible for the chemistry of Lithium-ion. Swelling happens on a sample of batteries used in all makers' laptops. They are all made in one of a few factories in China.

Now, $300 to replace the battery is ludicrous.

Pages 24-26 of this Manual and the video below show what a technician would do that they propose to charge over $200 labor to accomplish.

This is the original battery sold by a vendor who will ship to Singapore from Hong Kong:

60 pounds (about $80 US) is much better than 300.
