On low performance (a few programs/apps running) right fan running properly, but the left one is stuck, not rotating. But as soon as more programs/apps/chrome tabs etc are open and running (intensive cooling needed, fans need to rotate faster), right one again rotates properly faster, and even the left one starts rotating but it makes quite loud noises and almost like vibrations. Like it had some rotation issues, maybe dust is present. And only rotates when more intensive cooling is needed. I clean the fans with the vacuum cleaner often but only from outside, I am not sure if I can remove the bottom of my notebook to see the problem directly because the warranty could not be valid anymore (probably?). And when cleaning with my vacuum cleaner, the right fan rotates nicely but the left one doesn't move due to the air flow.

Don't worry as I'll be glad to help, I understand you are experiencing a system overheating issue with your HP omen laptop, however, to provide an accurate resolution, I need a few more details:
- Did you make any changes to the settings of your PC prior to the issue?
- When was the last time it worked fine?
I have a few troubleshooting steps we could try to fix the issue:
- Shut down the computer, and then inspect and clean the exterior vents to remove dust buildup by blowing air through the vent openings. Dust can accumulate inside the vent openings and around internal cooling components, preventing the removal of heat.

- Perform a hard reset. Performing a hard reset can reset recorded thermal values in memory and enable you to use the computer again, even if only for a short time to access and save any important files before service.

- In some cases, updating the BIOS might help prevent the noisy operation from occurring. For more information on how to update the BIOS, see Updating the BIOS.
