Technical document says "2 SuperSpeed USB Type-A 5Gbps signaling rate (1 charging, 1 power)". So, what is the difference between charging and power?
I would see HP sleep and charge before and it was pretty easy to understand that it could charge mobile devices when sleeping.

Here is the Service Manual. See p. 2. On the left side are two old school Type A usb ports. They are the same except only one of them supports full sleep and charge. In other words if you plug your phone into the wrong one when the laptop is off it will not charge but the other one will. Either one charges while the laptop is in sleep mode.
Pages 5 and 6 show which is which and they have different icons.
