Even if you could upgrade the TPM firmware to 2.0, the i5-6200U processor your notebook comes with does not meet Microsoft's minimum W11 hardware requirements of an Intel 8th gen core or newer processor and no, you cannot upgrade the processor.
See this link for the list of supported HP business class notebooks that support a TPM 1.2 firmware upgrade to 2.0 and if your PC qualifies, read the instructions that I zipped up and attached below for how to perform the upgrade.

Regardless of whether you upgrade the TPM device, if you are interested in doing an in-place upgrade from W10>W11 you can, but you will have to use a workaround that bypasses the W11 hardware checks.
