I've had this problem for about a week now,
first i noticed this problem was when I was some CPU intensive tasks & generally when on battery it isn't really at its best in performance, So i connected the charger & noticed performance drops significantly, it was running slower than on battery. Later i tested some games & got Lag & delays, but when i un-plugged the power adapter it ran smoothly.
I've run some diagnostics on my battery & i get "Primary Battery: OK". So i ran some diagnostics on the AC Adapter and got
AC Adapter test: Warning
Component Test: Warning
(A Danger Symbol here) The Smart Adapter feature failed to return valid data
Current Version 6.3.2.0
Things i have Already tried
1)I Tired a wall socket
2) Updated Bios (shows 2019 as latest update)
3)Factory reset via HP Recovery Manager
4)Installed all drivers from HP Support assistant
5)updated my display drivers
6)uninstalling Microsoft ACPI-Compliant Control Method Battery & Microsoft AC adapter, & then restarted
5)all updated in windows updated after the factory reset
