Hi,
The charging port led is blinking white when connected. When the laptop is turned off, it blinks for some time and then turns off. But when the laptop is on, it blinks continuously, whether connected or disconnected. The charging icon on the screen below shows- "Plugged in, Not charging". I tried hard reset battery but the problem still not resolved. Please help.

Welcome to HP Support Forums. 🙂 I came across your post and would like to help.
I understand that you have an HP Pavilion Notebook - 13-b102tu and the charging port on it blinks continuously. The battery icon shows "plugged in and not charging". Not worry, I'll do my best to help you.
To assist you better, I would like to know the following information:
- Did any software changes or updates happen on the laptop?
- Are you using the original charger that came with the laptop? Do you have another compatible charger to check with?
- Does the laptop works fine with the charger if the battery is removed?
Meanwhile, I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Power off the laptop.
- Remove the battery out. If the battery is integrated and does not have a latch to release it then leave the battery inside the laptop.
- Disconnected AC adapter from the laptop.
- Press and hold the power button for 15 seconds.
- Reconnect the battery and plug the AC adapter.
- Power ON the laptop.
Let us uninstall the battery drivers and reinstall them by following the below steps:
- Open the device manager.
- Expand "Batteries". Right click on the ACPI battery drivers and select uninstall.
- Close the device manager after the battery drivers are uninstalled.
- Restart the laptop. While restarting, Windows will automatically reinstall the battery drivers.
If the issue persists then please update the BIOS on your laptop via this link.
NOTE: The charger must be connected during the BIOS update.

i have tried, the procedures you highlighted above but still have the issue persisting on my HP Pavillion X 360. i would appreciiate any form of help. Thank you
