I recently bought a used laptop, but when I power it on the caps lock flashes 5 times (slowly) then 3 times (fast). I found out this is a "The embedded controller times out waiting for the BIOS." error and was wondering if there's any way for me to fix it.

At this point I suggest you contact HP Support for Service Options
Click on this link - www.hp.com/contacthp/ and select your Country to get the Contact details for HP Support

I have gone through your Post and I understand your concerns
You could try a BIOS Recovery and check if that helps

Turn off the computer, and then connect the power cord.

Press and hold the Windows key and the B key at the same time, and then press and hold the Power button for 2 to 3 seconds.

Release the Power button but continue pressing the Windows and B keys. You might hear a series of beeps.

If the HP BIOS Update screen does not display, repeat the previous steps but press the Windows key and the V key. If the screen still does not display, your computer might not support the feature or there is a hard drive issue.

If the Power light turns off, the Power button was held too long. Repeat the previous steps, making sure to hold the Power button for only 2 to 3 seconds.

Unfortunately this didnt work i tried everything including changing the ram the hard drive, even using an m.2 ssd but no matter what the caps lock flashed in the same way and the machine didnt boot. I think I might just need a new motherboard.
