HP ZBook Power 16 inch G11 Mobile Workstation PC (9A678AV)
Microsoft Windows 11

It's all in the title: the fan in my computer is very noisy, even with extremely simple tasks (Word documents, websites). The fan is very irregular, it increases and decreases, but it's always on, and the noise is quite loud.
I find it shameful that a very expensive and supposedly powerful computer like a Zbook has this kind of problem.

Where can find a way to fix this issue. I found nothing about fan in the Bios!?

annoying fan noise fix
======================
open search panel
type "edit power plan"
change advanced power settings
processor power management
max processor state - drop 2% to 98 (if you experience performance issues put it up to 99% or back to noisy 100%)
