The fan on my laptop has stopped working, when I ran a fan speed test diagnostic through the HP diagnostic app in Windows, it failed and returned the Failure Id QFQJLC-B7HC2B-MFPX1F-J3LB03. When starting the computer up it states "The system has detected that a cooling fan is not operating correctly" showing an error code of "System Fan (90B)"
Their is no dust inside the cooling system or inside of the laptop. I have already checked that the bios is at the latest version.
When the computer got to 70 degrees C the fan should have probably been on but, it was not and was dead quiet. (Temperature checked through task manager)
How can I get this repaired?

I would replace the fan if unplugging it and plugging it back in did not resolve the issue.
Have you tried entering the BIOS and in the Configuration tab, enabling the fan always on to see if the fan does come on?

I just tried this in the bios, however the fan started making not good noises so, it is definitely broken. Is it possible that I could send it in to HP and they will fix it for free because this is not user damage, it's just a part failing even though the warranty expired?

Unfortunately, out of warranty is out of warranty except for rare exceptions. That does mean no free ride.
You can have the fan replaced at a laptop or PC repair shop that does component replacement.
