Diagnostic shows 12th Gen Intel(R) Core(TM) i5-1235U 1.30 GHz
But not 3.3 GHz like describe on the off site
Could you please tell me is it mistake or this is optionally?

There is nothing wrong with your PC.
The base frequency of the processor is 1.30 GHz (1,300 MHz).
