Hi! @sanskar98sahoo, Welcome to HP forums.
I understand you have auto rotate issues with your laptop.
Don't worry I'll try to help you out.
Did you make any software or hardware changes on your PC?
Please provide the product number of your PC to assist you better.
As you mentioned you are unable to view the Rotation Lock Quick Setting Icon in Notifications Center.
If the display on your HP laptop has rotated (90, 180, or 270 degrees) after using the Windows Accessibility Wizard or while playing a game, you can rotate the display so you can view it.
To rotate the display, follow the steps below.
Hold down the ctrl and alt keys at the same time and then press the up arrow key while you are still holding down the ctrl + alt keys.
Click the Intel® Graphics Media Accelerator icon in the system tray.
Select Graphics Properties.
Click Display Settings.
Uncheck the box labeled Enable Rotation and then click Apply.
Click OK to confirm the change.
You can try updating Intel Integrated Sensor Solution Driver and BIOS on your PC and check if that helps.
Update the Intel Integrated Sensor Solution Driver from this link.
Also, You can update the drivers using HP support assistant.
Refer this article to know more information about using HP support assistant.
Also, try changing few settings:
Open Settings App and go to System > Display.
Find Orientation and choose Portrait from the menu.
Your device should automatically switch to portrait mode.
Go to Control Panel> Display>Change Display Settings and then make sure that the "Allow the screen to auto-rotate" is selected

Also, Try the steps recommended below.
Press Windows + r
Write regedit in the search box.
Search HKLM / software / policies / microsoft / windows / locationsAndSensors /
Verify that all are zero (0); If they are not, change them to zero (0)
If the issue persists try the steps recommended below.
1. Press Windows key + R, then type in devmgmt.msc and press Enter.
2. On the Device Manager window, expand the Sensors section.
3. Right-click on HID Sensor Collection V2, then select Properties and check if it's enabled.
