Its an older laptop probably out of warranty. Black horizontal lines are almost always a problem with the display panel itself. You can confirm by attaching the laptop to an external monitor. If no lines are visible there, it has to be either the screen panel or cable and much more likely the former. Laptop screens are not as expensive or difficult to replace as people think and we would be happy to help.
