HP doesn’t generally provide a customer-facing service where they collect your laptop and just reapply thermal paste. If you were to send your laptop in for service, HP would usually replace the heatsink/fan module as part of the repair process rather than repaste it -and this would likely be both expensive and time-consuming because of shipping, diagnostics, and official procedures.
If your main goal is simply to refresh the thermal paste (and maybe clean the fans), a local independent computer repair shop is usually a far better option. In the UK, many small shops offer this type of servicing quickly and at a fraction of the cost of a manufacturer repair. You can find reliable ones by:
Checking Google Maps or Yell.com for nearby computer repair businesses.
Looking at Trustpilot reviews or customer feedback before choosing.
Asking at larger chains such as Currys / PC World — their “Tech Support” desks sometimes offer cleaning and servicing options.
If you’re comfortable with DIY, there are online guides and videos that show how to disassemble HP laptops and reapply thermal paste yourself -but this does require care, proper tools, and an awareness that it may affect your warranty, if applicable.
