I have a USB C port on my laptop but I don't know it's spec. Thus I searched online and found 2 HP websites, both fitting my Laptop specifications exactly with the only difference being the spec of the USB C port.
One website says : 1 Thunderbolt™ 4 with USB Type-C® 40Gbps signaling rate (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge)
The other says : 1 USB Type-C® 5Gbps signaling rate (supports data transfer only and does not support charging or external monitors)
I do not currently have the tools necessary to test which is the truth, so any help is appreciated

There should be a thunderbolt icon above the appropriate port.
Perhaps the industry developers should have mandated that a number be paired with the icon to differentiate the types.
Device Manager --> System Devices -->Thunderbolt controller, right-click and click on Properties it to check the version in the Properties dialog window.
It is sad that HP chose not to include that information in the Maintenance & Service guide, but it is in the specifications document for your specific laptop in the ports section. See the hyperlink below.
