Your machine is too old, it knows NOTHING what is Thunderbolt therefore it won't work on ANY Thunderbolt docks. If you wish to connect to external 2 monitors you can use
Monitor 1: HDMI to HDMI (or DVI or DP (using bidirectional cable)),
Monitor 2: NATIVE VGA to VGA
You can use a cheap dock such as https://support.hp.com/au-en/document/c05357751
