I bought a brand new hp 15 and it has a Toshiba HDD which is very slow. I would like to know whether the vendor must have changed it or it was installed on my laptop by hp and what can I do? The warranty is over.

HP does not manufacture laptop drives, so they use drives built by other vendors, including Toshiba.
You say you just bought this laptop new but the warranty is already over. The HP warranty starts when the laptop is built, so if it sits in a warehouse for months before being sold, it is possible for the warranty period to be nearly over. To correct this, you need to contact HP to get the warranty start date reset.
