Whether or not the computer can support a touch screen display depends on the model of the computer.
You will need to know the model name / product number to find the information.
To find whether your computer has a touch screen display installed now
Does my computer have a touch screen?
Control Panel > icon view > Device Manager
Tab View > Check Show hidden devices
Open Human Interface Devices
Look for HID-compliant touch screen
To find whether your computer will support a touch screen display
Open
Enter the device type and model name of your HP product
Next,
Open Category Setup and User Guides
Find and open the Maintenance and Service Guide (name of document might vary)
Search the document for "touchscreen"
Track through the document to find out whether the feature is supported -- and which part numbers are used.
The service guide also provides the replacement procedure to replace the screen and any related components.
Replacing the screen is considered a mid-level procedure.
If you get that far, YouTube has lots of "how-to" videos on how to complete tasks of this type.
