I have had this problem for the past few days and I've just solved it!

The reason for this problem is that the cable connecting the touch bar is either loose or dirty.

Detach the quick launch touch bar, clean the contacts and reinstall the cable connecting it to the keyboard.

To get access to the cable , you need to unscrew a few screws but it is pretty straightforward.
