1.) after klick on scrollbar and holding with the left key , the mouse pointer stays connected to the scrollbar and moves the page up and down even if the pointer is on the middle of the page . I have to klick on the scrollbar again to end the scroll.
2.) the resize of the scrollbar is not working

I understand you are facing a touchpad issue with your HP Pavilion Aero 13.3 Inch Laptop PC 13-Be0000. Not to worry I will help you to get a resolution to resolve the issue.
Update the BIOS,& Touchpad drivers:

If the issue persists then please follow the steps mentioned in this link: Keyboard, Mouse, TouchPad, and ClickPad issues
