I have the exact same issue, my model is an Elitebook G2. The touchpad was replaced, the OS has been rebuilt, and it still does it!

I suspect the fault is in the graphics dept. As you have exchanged parts and OS the graphic card or routine might be the problem?

I had exactly the same problem with brand new ProBook 450 G6, Windows 10. Except touchpad/ mouse/ keybord lags I had problems with lags in CAD programs, Chrome browser (scrolling lags) and games (few second lags). Everything up-to-date, spent I don't know how many hours trying to find what's the problem. Checked hardware - seems ok. Made Windows clean install - didn't help. Installed UBUNTU - no problem with such behaviour. It looked like drivers or Windows problem.

 

Seems I found solution finally! Sounds silly, but lately I noticed that lags occure when Windows' wallpaper changes. When I disabled it (automatic wallpaper changing) - problem vanished. Few days - everything's ok. My laptop finally works like it should! Hope, that for good 🙂
