I purchased a USB-C HUB to connect two LG monitors with HDMI connections to my HP ENVY x360-15-aq273cl laptop.  My laptop is not recognizing the HUB which requires connection to a USB-C port that "supports data transmission, charging and HDMI output functions." Does the USB-C port on my laptop meet that requirement?

Sorry it does not. The USB-C port is "data only" which means if you want to have video output from that port you need a dock/port replicator with DisplayLink functionality. These tend to be the larger and more expensive docks. Even then, you will not be able to charge the laptop through the USB-C port.
