Is this a laptop that you recently purchased form HP?

The manufacture programming mode is usually used at the end of the laptop's manufacturing process to enter all of the laptop's specific information. 

 

Are you able to boot to Windows?

 

Do you mean unlock instead of unblock?

Why do you need to do that?

Are you seeing product information not valid  error onscreen when you start the laptop?
