I'm wondering if it is possible, to swap out  either of the USB 2.0 ports for a 3.0 on my dv7-6070ca?

Unfortunately, no. 

 

USB 3.0 has different connector and power specs than USB 2.0, so it's not a simple matter of just changing the jacks.
