Ok, installed and ran the UEFIdiagnositcs on USB ports and system. All at 100% except still receiving "This device can run faster" messages.
In the Programs and Features display, the Intel USB 3.0 eXtensible USB Host Controller Driver version number is 1.01.10.255.
Any other suggestions?

Getting desperate, I uninstalled the Intel USB 3.0 driver, rebooted and reinstalled it, just to make sure once again that the driver was installed AFTER the chipset installation. While the driver was uninstalled, USB 3 devices did not generate the "Device ..." notice, as one might expect from a "presumably" USB 2.0 port.
When I went to re-install the Intet USB 3.0 driver, I first received a message that a newer version was already on the notebook (?) and did I really want to install an older version. Saying Yes and poceeding anyway, I received this warning message again: "The setup program failed to install one o rmore device drivers. Setup will exit."
That being the current situation, I did NOT receive the notiication that the attached USB device would perform better on a SuperSpeed port.
I am skeptical about the actual connection mode. Comments?

What does the device manager say under usb? Do you have a USB 3 eXtensible Host Controller without an exclamation point? If you have a usb 3.0 flash drive try some transfers to and from and see what kind of speeds you get.

The eXtensible Host Controller Driver appears as it should without the exclamation pointm as it always has in the past.
However, there is still an "unknown device" appearing in the list as well, with the following Hardware ID. When I "google" ths ID, I come up with several results suggesting it has something to do with the Intel Host Controller.
Unknow n device hardware ID: ISB3\ROOT_HUB30&VID_8086&PID_1E31&REV_0004&SID_17A7103C
Checking the Properties of the Unknown Device, it says it is an Intel Driver (Type: USB Serial Bus Controller; Driver Version No: 4.0.0.36 with a 6/15/2015 date). I've tried uninstalling it and/or disabling it from the device manager interface, but it seems to return after rebooting. I guess I could try that again?
It took about 4:18 to copy a 4.33GB folder to he desktop from a USB 2.0 stick to the desktop via a 2.0 port. It took about 3:30 to do the same from two different USB 3.0 sticks via a "SuperSpeed" port and about 2:30 to copy the same folder back to those sticks.
When in tip=top shape, this notebook booted to Windows 7, 64-bit OS almost instantly (~20 seonds including log-in typing) with the SSD drive. Now it boots to the Log-in nearly instantly as well, but it takes nearly 1:30 before it settles down.
Obviously there's something else going on as well. I dread the thought of starting over again with yet another fresh installl of everything from the HP disc set and then all of the applications. The re-install set I used was obtained from HP in January of 2016.

Is there a tool to get rid of that Unknown Device, or is there a way to get it out of the Registry? I'm willing to try anything to avoid reinstalling everything from scratch, fearing the same results.

Darn. I forgot to mention that the word "Driver" does not appear after the Intel USB 3.0 eXtensible Host Controller entry in the USB portion of the Device Manager console. I swear it was there at one time. Don't know if this is significant or not.
