USB 3.0 not working on windows 10

I have an HP 250 g3 laptop. I clean installed windows 10 64bit and the USB ports dont work.

In device manager Under Universal Serial Bus Controller
it shows
-Intel(R) USB 3.0 eXtensible host controller - 1.0(microsoft)
-USB root Hub(xHCI)

and wheneever i connect a USB i get
-Unknown USB Device(Port reset failed)

I have tried hardware and devices troubleshooting
i have tried uninstalling everything under Universal Serial Bus Controller
I have updated the Bios to (Insyde F.43, dated 12/19/2017)
and nothing worked.

USB dont seem to work as well in Bios because
- i have tried Booting from the USB
- I connected the USB keyboard(which only flashes the 3 lights once and thats it)

What can i do to fix it?

run UEFI diagnostics on the usb ports....tap esc as you power up then F2 and component tests. Pick usb and it will ask you to insert a usb device (thumb drive maybe) into each port and report any errors.

I opened the HP PC hardware Diagnosis UEFI and there is no USB option on the list. There is 

Memory test

Hard Drive check

Language

Exit

Yeah and there is no UEFI update on the download page. Sorry

I managed to install the updated HP PC diagnostics UEFI from this link and ran the USB port test for all the 3 ports.

I recieved failure ID for all of them:

Failure ID: QC0F0C-7L291A-XD7WL1-8D0403

Then the motherboard needs replaced I am sorry to say

Replacing the ports is not even an option?

And how would you envision that happening? No, the problem is not the physical ports but a bad usb controller chip on the motherboard.
