Spectre 13 x360

I recieved my Spectre x360 about 2 weeks ago, and I have been loving it.  Recently I ordered a usb-c to usb-c cable so that I could plug my phone (galaxy s8+) into it without tying up the one usb a port.  However when I plug the phone into the laptop with the cable it does not charge and windows does not recognize it as a device.  I tested the usb-c to c cable on my desktop and it does infact work for power and data.  When I pluged my my phone into the usb-a port on the spectre, and Windows recognized it immediately and it charges (impressively quickly).  When I plug a usb-a dongle into either of the usb-c ports,  I have the exact same issue, no charge and no data (even over the same type a to type c cable that works while plugged into the usb-A port)  but the dongle works perfectly fine for things like flashdrives and mice.  Any ideas what the issue could be? Thanks

I understand you need support, and I'll be glad to help you out, however, for an accurate solution I'll need more details:

 

What is the product number of your device? Use this link to find it: Click here 

(Ensure you do not share any of your personal information such as serial, phone number, email ID, etc.)

Have you attempted any steps on your own before posting on the HP Forums?

When was the last time it worked without these issues? 

Did you check if your device supports thunderbolt feature? as USB-C power or data wouldn't work without it.
