Hi,
My 2 week old Laptop will not connect to my Samsung Galaxy S8 phone for data transfer, nor for charging, using the USB-C port. The other three USB-A ports work fine, for both charging and for data transfer.
I have tried two different S8 phones, and five different USB-C to USB-C cables (four different companies). Any combination of the two phones and five cables work fine on my OLD laptop, which is a low priced Acer.
My NEW Laptop: HP Laptop Gaming 17-CD1085cl My phone: Samsung Galaxy S8
Phone will NOT connect nor charge using USB-C port, connected with USB-C to USB-C cable. Failed with all five different cables, and two different phones. Phone displays "USB connector connected", then 4 seconds later, "USB connector disconnected" Alternates non-stop between these two messages. Phone does not charge. Exact same problem using my wife's S8 phone. (I would also note that I have Device Manager displayed on the laptop while this is going on, and every time the phone shows "USB connect/disconnect", the device manager window refreshes.)
If connected to the laptop using the three USB-A ports, phone charges and data transfer is available.
On my old Acer laptop, I can use either phone and any of the cables, and the USB-C port connects for data transfer and for charging. No issues.
If you search the web for HP Laptop, and "USB connector connects", you will find many people have the same issue. But not just S8 phones. Also S9, and other models. I found no resolution here, or any other forum for this issue.
Is HP aware of this known issue by it's users? As I said, I've only had the laptop two weeks, bought at Costco. If I have to I can return it. But I'd rather solve the issue. I travel for work constantly. I bring a small USB printer, a USB mouse, and flash drives. I really want to charge and connect my phone via the USB-C port.

I reviewed your post and I understand that your phone is not getting connected via the USB C port on the computer.
Don’t worry, I assure you I will try my best to get this sorted.
Is a different brand/model phone working on the USB C port?
While you respond to that, I recommend you update the BIOS and the chipset driver from the below link and check if it helps.

OK, I hesitated, but clicked on the three firmware links, and ran them on my system. The BIOS updated from version F.12 07/02/2020 to F.13 07/147/2020. The chipset and IO driver software expanded, but no obvious change to my system with them.
I checked my Samsung Galaxy S8 phone (and my wife's, same model phone), still the same issue with the USB-C port. I have older phones in the house, but none with a USB-C port. I did take the same cable and phone to another laptop, and two desktops, all with a USB-C port, and plugged the two phones in. Both were easily recognized, connected for file browsing, and started charging.
On the new HP Pavilion Gaming Laptop 17-cd1xxx, I can connect my phone to the three USB=A ports, with an A to C cable, and the phone is recognized for file exploration, and starts charging. On the same computer, the USB-C port, using a C to C cable (four different cables) does not connect for file exploration or charging. It sort of tries to. When I plug it in, and pull down the phones top menu, I get a message every three seconds, saying "USB connector connected" and then "USB connector disconnected".
I did buy a flash drive with a USB-C port. I plugged that in, and it was immediately recognized, and available for file browsing.. The hardware of the port is fine, the driver works fine for small flash drives.
Why would the USB=A ports perform as expected, but the USB-C port does not?
Any other ideas? (This is easily to duplicate at your end also. Many similar comments to mine are found in this forum and across the web, all stating that the Samsung Galaxy S8 will not connect. Can you grab one of these laptops and an S8 and try this?)

I recommend you contact support to further diagnose the issue.
Here is how you can get in touch with support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
