My USB C and Thunderbolt ports seem to be working ok on my laptop, but when I ran the tests on the HP Hardware Diagnostic UEFI they both failed the tests. I tried plugging a portable sdd, a usb c hub into the ports and I tried this several times and they always fail. It suggests I should send it away for a repair. Anyone else had this happen, or is it a sign my ports are about to fail??

Your fist statement would seem to be a contradiction within itself.
When you run the test, what is the specific error message that is shown onscreen?
Have you considered installing the latest Intel chipset drivers from the Driver & Software download page for your laptop?

It simple terms. my usb ports seem to be working fine, as in they charge the pc and I can plug my portable drive into it and access it. But when I ran that test it continually came up that they failed, which was strange.
Anyway fast forward a few days I tried it again, this time when running the USB test, I plugged things into both the thunderbolt 4 and the usb c (ports side by side) when it asked and it passed. So I guess theyre working and the test was playing up.
