I have an HP 15-cs0022cl laptop that came with a regular barrel charging adapter. It also has a USB type C port that according to HP's site https://support.hp.com/us-en/document/c06060337 supports power delivery.
However plugging in a 65w type C charger from my Envy doesn't do anything...
Is there a fix for this?

Welcome to the HP Community Forum.
Makes sense - the USB Type-C port on this machine is meant to be used for data transfer.
It is not a charge port for the computer.

USB Type-C port Connects a USB device, such as a cell phone, camera, activity tracker, or
smartwatch, and provides data transfer.
