USB-C PD charging worked fine for 5 months but it recently stopped working. Depending on the PD charger, either nothing happens or the laptop indicates alternating charging / on battery every few seconds. In either case no charging actually occurs.

Your notebook, accroding to the user manual, was delivered with a power adapter that is meant to be plugged into the power connector on the right hand side of the notebook. There is no mention of use of a USB PD device to power or charge the notebook in the user manual.
That is how the notebook was meant to be charged.
If you use a USB Type-C power adapter, it may have to be one that is compatible with your notebook.

Sure, it can still be charged with the power adaptor. However it has, in fact, been charging fine with USB-C PD for 5 months. It's convenient to be able to use a single standard charger rather than having to carry around the bespoke charger - that's one of the reasons I selected this laptop in the first place.
These specs (https://support.hp.com/gb-en/document/c06067274) confirm the port has PD and therefore AIUI is supposed to support being charged (as well as charging) over the USB-C port.

That is not a given. It depends on what HP has decided to have the BIOS engineers include in the features. Some notebooks that have USB 3.1 Type-C PD ports will charge vis the port and others won't. Your assumption or "supposed to support" really is making a broad assumption.
