Product: HP ENVY m Laptop 17m-cg1013dx
Operating System: Microsoft Windows 10 (64-bit)

I have a HP Envy m Laptop 17m-cg1013dx and a Belkin USB dual cooling fan pad.  When laptop is shut off, the cooling fan is still running.  This is a new laptop I purchased yesterday.  The cooling pad works with my HP Pavilion laptop and was able to shut off when turned off by not the new laptop. 

 

Any troubleshooting/help would be appreciated.

SOLVED: 

 

After many hours yesterday, I was able to resolve this issue.  I had to go into my BIO under F10 and disable USB configurations.
