Just FYI, I tried to download the file from your link using Edge and it worked fine. So there is obviously a setting in Firefox and Chrome which is blocking the download and I do not know what it is but I am okay since Edge works

I suggest uninstalling Firefox and Google Chrome and then reinstalling them.
Export the bookmarks from each before you uninstall them.
Firefox:
Click on the hamburger menu, click on Bookmarks and then Manage Bookmarks.
In the Library dialogue that appears, click on import and backup.
Click on backup bookmarks top HTML and then choose the desktop as a easy to find storage location for when you import the bookmarks to the newly installed Firefox browser.
