What type of phone? An iPhone or an Android?  With Android phones it can be that you have to allow the phone to charge or be used as a storage device.

 

I suggest running the HP UEFI Hardware Diagnostics.

 

Have you connected anything else to the USB 3.1 Type-C ports to verify that they work?

 

Use the Fn+Esc keystroke and post the product name and product number. Identifying a product is always one of the best first steps to using the HP Forum.  It puts us on the same frequency.
