Operating System: Microsoft Windows 8.1 (64-bit)
I just purchased an extra pair of USB cooling fans and want the computer to turn off the power to their USB port while in sleep mode.

A very warm welcome to the HP community. A very good day to you.
I understand that you have an HP Pavilion Notebook - 15-p263 and would like the USB ports to remain powered off when the laptop is in sleep mode. I'll do my best to help you.
I did some research on this issue and suggest you to perform the following steps:
- Open Device Manager.
- Navigate down to Universal Serial Bus controllers.
- On each USB Root Hub item, right-click and choose Properties.
- Click on the Power Management tab and un-check the box for Allow the computer to turn off this device to save power.
