I am setting up dual external monitors using my HDMI port and a USB port with the help of an adapter. This USB to HDMI adapter is in working order ( I used it on another laptop recently). I have installed the correct driver from the adapter's manufacturer website, but my laptop will not recognize the monitor. The website for the manufacurer is: https://support.frescologic.com/portal/kb/articles/latest-drivers
How can I get my laptop to recognize the adapter?

Looks like you are trying to connect TWO externals monitors. If you wish to have 2 or more external monitors (and notebook monitor - total 3+), please enter your requirement on the following link and it will find for you few options on market today including some HP products:
https://www.displaylink.com/products/universal-docking-stations
or try following HP docks

My pick for productivity and few more years down the track:
HP USB-C/A Universal Dock G2

Looks like the site is down, I can't get its specs
https://support.hp.com/au-en/document/c04754353
But from following information
https://icecat.us/en/p/hp/m1v69ua/envy-notebooks-0889894143877-m6-w102dx+x360-29534466.html
It has HDMI port for ONE external monitor. If you wish to use 2 external monitors for THIS machine, you need a DisplayLink Certified dock (mentioned on my first reply). You can use HDMI or USB-HDMI but not both at the same time.
Regards.
