I have a Plugable.com USB to Serial that when I plug it in, Windows detect it, shows proper Driver date but giving me an error Code 39.  I have installed the same device on other computers properly.  Been working with Plugable.com and they after many attempts to troubleshoot, is pointing back to the actual laptop.  All Windows Updates are current.  Bios firmware was just updated to try to resolve this issue; nope.  I tried a different communicational converter USB cable and does the same error Code 39.

Windows Hypervisor-protected Code Integrity (HVCI), a security feature introduced in Windows 10 registry entry was not present so that rules out this factor.

 

Any help would be great as this is a much needed piece of hardware that is needed and would hate to have to purchase another laptop since this is the only issue with said laptop.

The properties dialogue says that it is a driver issue.  

HP has do responsibility to provide a driver for the adapter and neither does Microsoft.

 

Plugable.com advertises a guarantee that literally states that "they will make it right".

 

I would hold Plugable.com's feet to the fire to get them to honor their guarantee and provide a driver.

 

You could boot to a flavor of Linux  on USB to see if it the dongle works.

 

That will let you know for certain if it is an OS issue.

Seeing how the same pluggable device works proper on 7 or 8 different devices (from Winxp-Win11) ive tried was the reason I opted to go the HP route.  The tech that ive been working with has been 100% spot on with the time of replies as well as the support methods.  He even went as far as to do a fresh Win10 install to try to replicate the issue.   It looks like at the end of the day I'll be replacing this laptop for a new laptop.  After which time, I'll relaod Windows and i'd assume at this point the issue will be resolved since the pluggable is proper on all my other testing.
