Since July 2021, I notice the following "Other Devices" in Device Manager have not been properly installed. "Base System Device, Bluetooth Peripheral Device, IcService_New, SMS/MMS, Unknown Device (2times). I have searched Intel and HP sites to find solutions but haven't. The USB ports have been behaving erratically, sometimes they work ok, other time the disconnect and reconnect the plugged-in devices. I have removed all externally attached devices, such as headset and USB drives, and scanned hardware but no changes to the problem devices. The "Base System Device" shows up under "Intel & Series/C216 chipset Family PCI Express Root Port 3 - 1E14' which is under " PCI Express Root Complex. The two "Unknown device" is under the root of under " PCI Express Root Complex." I have not found an Intel solution to this problem.
Prior to the clean install of Windows 10 version 20H2, in July 2021, these problems did not present themselves.

Hi:
Sorry...I gave you the wrong driver for the USB\VID_08F0&PID_0004 device. I mistook the 0004 for the 3D driveguard device.
You are going to have to find that on your own...it appears to be a DYMO CARDSCAN 700C device, according to the hardware ID you posted.
Dymo Cardscan 700c Drivers For Windows 10 (nytrngsecure.com)
Neither HP, nor Intel has the BT driver you need for that model wifi adapter anymore, but you can download it from this 3rd party website...the download button is at the bottom of the page.

Hi:
In order for anyone to be able to help you, please provide the full model number or product number of your notebook.
You will also need to provide the hardware ID's for the devices that need drivers.
Use this guide for how to find the hardware ID for a device...
How to Find Drivers for Unknown Devices in the Device Manager (howtogeek.com)
Use this guide for how to find the hardware ID for a device.
The SMS/MMS device has to do with a phone that is connected to your PC, so there would be no HP driver for that.
The same goes for the Bluetooth Peripheral Device, & IcService_New. Some kind of Bluetooth devices.
Did you install the model Bluetooth driver for the model wifi adapter your notebook comes with?
If not, you need to.

I installed the jmicron and Alcor drives from the original HP Driver DVD. both the SMS/MMs and Base System Device no longer appear as improperly installed. The others are still the same.
Did you install the model Bluetooth driver for the model wifi adapter your notebook comes with? The only Bluetooth folder relates to Bluetooth software. The installation says no Bluetooth device found and ended. There is a BCLAN folder where the Broadcom installation failed to install the 802.11 driver.

Hi:
The first unknown device needs this driver...
This package provides the HP 3D DriveGuard software for supported notebook models that are running a supported operating system. HP 3D DriveGuard protects the hard drive by "parking the heads" if the notebook is accidentally dropped or is abruptly impacted by another object.
https://ftp.hp.com/pub/softpaq/sp64001-64500/sp64144.exe
The second unknown device needs this driver...
This package provides the driver for the HP Wireless Button on supported models running a supported operating system. HP Wireless Button allows the physical (hardware) wireless radio button on the system to enable and disable the wireless connection on the system.
https://ftp.hp.com/pub/softpaq/sp77501-78000/sp77545.exe
Regarding the Bluetooth...I need to know what model wifi adapter your notebook comes with, so I can figure out what Bluetooth driver you need to install.
The parts list for the product number you posted is of no help, because it lists every possible model wifi adapter that could have come in the 9470m model series.
If you don't know what model wifi adapter your notebook comes with, go to the device manager.
Click to expand the Network adapters device manager category and there you will find the name and model number of the wireless network adapter.

The Wifi is : Intel Centrino Advanced-N 6235 wireless LAN and Bluetooth combination card - 802.11ABGN 2x2 JP2 (NMA)
I installed SP64144 and SP77545 using "Run as Administrator" . Rebooted after each installation and checked Device Manager. The same errors presented themselves. However sp64144 generated the error below. I had installed this 3D Drive Guard SP back in July and i received an error indicating the acceleratomer not compatible with the Windows 10

All my devices are now showing as properly installed in Device Manager. I loaded some drivers from Windows XP and Windows 8 which seems to causes the problematic devices to work properly. The CardScan device is problematic but I am working with their tech support to resole the issue. Thank you very much for your help. I is greatly appreciated.
All this troubleshooting convinces me it is tome to buy a newer laptop.
