HP Laptop 17-by1xxx
Microsoft Windows 10 (64-bit)

It has 8 GB Ramaxel 2400 Mhz.  I want to upgrade to 16 GB or higher.  Where do I get it and how much does it cost?

I don't know what is your HP Laptop 17-by1xxx.?  One example : HP Notebook - 17-by1053dx, its specs

I use it as an example. It also has   8 GB DDR4-2400 SDRAM (1 x 8 GB).   The manual (page 2) says you can add 8GB to slot 2 to have 16GB max using following RAM

HP Recommended

The manual does state 16gb is the maximum memory. HOWEVER, there are disclaimers that as parts improve changes may be made that do not reflect in the manual. My HP Support assistant says 32GB is the maximum memory allowed. I just installed 2 * 16Gb memory into the laptop and I have and can use 32GB of memory. Time for the manual to be updated.
