I have in possession my sister in law's laptop, a Presario CQ60-204NR running Windows Vista. I would like to upgrade it to Windows 10, or at least Windows 7. I've been searching forums, both here and other places, and haven't been able to find a definitive way to get this done.
Last night, I went to verify her Windows Product Key, and Microsoft's site said that it wasn't valid. The key I used was on the sticker on the bottom of the laptop.
Any advice would be much appreciated.

You are talking about a very old machine to run Windows 10, I don't think that is a good idea to swallow Asprin therefore you go for Windows 7 option.
Free upgrade from Vista to Windows 7 was over long time ago.Now you have to buy Windows 7 product key from Microsoft and use that key to install Windows 7 to your machine.
Please start from the following discussion first
After running compatibility check and making decision, you can go ahead to install then use drivers from the following link
Some drivers are too old, Widows updates may help. Any missing driver(s) please post back.
Regards.

I agree with banhien that this laptop is a little too old to run Windows 10. Probably run slow and also some of the hardware such as audio may not work.
As far as I know-Microsoft does not sell Windows 7 any longer but Ebay is a good source. I have seen many with license key for less than $30.
