Can I upgrade the storage and gb of ram in my laptop?

If that is the model notebook you have, the memory cannot be upgraded since it as an AMD Ryzen 5 7520U processor.
But you can replace the 256 GB NVMe SSD with one having a greater storage capacity.
According to the processor connectivity specifications, the NVMe slot is PCIe Gen 3.0.
While a Gen 4.0 SSD will work, it will not run at its maximum advertised read/write speeds from the Gen 3.0 slot.
This table shows the maximum transfer speeds each PCIe slot generation can provide:

I find it interesting that HP offered both a Gen 3.0 SSD and a Gen 4.0 SSD in that model, but the Gen 4 SSD would not run at its maximum advertised read/write speeds.
If you want to install a larger capacity than a 1 TB NVMe SSD that should be fine as the drive capacities listed in the service manual are normally just what HP offered in the model series, not the maximum capacity supported.
The Crucial SSD report for your notebook's model series indicates they sell NVMe SSD's up to 4 TB in storage capacity.

Upgrading the memory would depend on what model AMD processor your notebook comes with.
If it has an AMD 7520U, 7320U, 7220U, 7120U processor, the memory is an integral part of the motherboard and cannot be upgraded.
If it has an AMD 7730U, 7530U processor, the notebook has two memory slots and can support 2 x 8 GB of DDR4-3200 MHz memory.
HP offered NVMe SSD's up to 1 TB In the model series.
