I have 16gb ram and I have been running into slowing issues, so I was replacing the ram with corsair 2x8gb sticks that have all the same specifications including the 1.2v draw.
using both of the new sticks causes a non-boot black screen, but if I use either of the old sticks with either one of the new ones, it reads the full 16gb of ram and boots up no problem. Same with using both old sticks.
Im at a bit of a loss as to why it shouldn't work

An interesting question, but one that comes up once in a while.
On the surface, your 2x8GB Corsair RAM should indeed be compatible with your HP Pavilion - 15-Cs3073cl (7RQ09UA):
Thing to keep in mind, though, is that HP PCs are very particular when it comes to RAM and achieving max RAM speeds.
Firstly, your laptop could be fitted with up to 2 x 32GB of DDR4 PC4-21300, 2666 MHz, Non-ECC, Unbuffered, SODIMM, 260 RAM sticks. Your DDR4 PC4-25600, 3200 MHz RAM should down throttle to 2666 MHz without any issues. However, I recall one instance that RAM didn't down throttle to a lower speed, and that caused issues, not unlike what you described: this RAM had a "set" 3200 MHz SPD (default) RAM speed, just like the Corsair RAM.
Meaning, alternative quality RAM (which I would have recommended) such as Samsung 8GB 3200 MHz p/n: M471A1K43DB1-CWE or: Crucial RAM 8GB 3200 MHz p/n: CT8G4SFRA32A (or their 16GB equivalents), will serenely down throttle to 2933 MHz or 2666 MHz.
Assuming you have downloaded the most recent (BIOS) drivers, etc.
