Can I upgrade the RAM from 16gb to 32gb and the storage from 512gb to 1tb.
Any help would be appreciated.

You're very welcome, George.
If you want to go straight to reinstalling W11, you can use the W11 Media creation tool from the link below (2nd option) to create a bootable USB installation flash drive and clean install W11.
Download Windows 11 (microsoft.com)
After W11 has completed installing, you can install the drivers and available software on your notebook's support page.

If you want the original HP factory image of W10, you can make a bootable USB recovery drive with the HP cloud recovery tool.
Here is an info link for how to use the utility.

You can download the software from the Microsoft Store.

After W10 reinstalls, you can click on the blue Windows 11 Installation Assistant button at the first link I posted and upgrade back to W11.
A 3rd option would require you to purchase a USB3/USB-3 to NVMe SSD enclosure and clone the existing drive's contents to the new one.
Something like this:
To do that, you install the new drive in the enclosure and if you purchase a Samsung SSD, Samsung has migration software at the link below to clone the drive.
Samsung Magician & SSD Tools & Software Update | Samsung Semiconductor Global
Just make sure that the software gives you an option to clone a smaller capacity SSD to a larger one.
I've never used it, so I don't know.
Otherwise, it will clone the existing drive's size as well and you will have a bunch of unallocated space on the new drive that you have to merge into the Windows partition and then you need to find software to do that with.

Yes, to both of your questions.
Below is the link to the service manual where you can find the drive capacities HP offered in the model series and chapter 5 has the memory removal and replacement procedure.
This would be a compatible 32 GB memory kit for your notebook...

If you want a recommendation for a suitable 1 TB SSD, I recommend the Samsung 980.
If you plan to use the drive in a newer notebook in the future, you can buy a Samsung 980 Pro which is PCIe Gen 4 but will not run at its maximum advertised read/write speeds out of your notebook's PCIe Gen 3.0 SSD slot.

Unfortunately, I would have no idea why HP would tell you that since they offer 1 TB NVMe SSD's in the model series.
I can't imagine why it would cause any problems.
My Envy x360-15-ee0047nr came from the factory with a 512 GB NVMe SSD which is made by Samsung, so I still believe that a Samsung 980 1 TB would work just fine.

Thank you for your reply concerning this. I will take your answer, as the person at HP kept putting me on hold to speak to his manager.
Judging by the price of the components I need, it would be well worth doing.
I hope you don't mind me asking you another question, but my laptop came with Windows 10 and I upgraded to Windows 11.
When I change the SSD, how do I go about reinstalling Windows? I will of course be doing a complete backup prior to doing it and will need to reinstall all my software programs.
Can this be done without having to install Windows 10 first? I have the original USB from HP to do a complete reinstall and then will have to upgrade to Windows 11.
Hope I'm not asking to much of you and fully understand if you don't want to get this involved.
