Product: HP Envy x360
Operating System: Microsoft Windows 10 (64-bit)

I'm upgrading my Samsung 970 EVO SSD from 250tb to 1TB (disk 0). Should I clone or just start from scratch with the OS? Which partition does the OS live on? Should I image the current drive and clone it?

Cloning Disk 0 to disk 1 is much simpler when Disk 1 is still outside the machine (USB connection) then swap. I also keep the old disk as backup and run machine on Disk 1 (now Disk 0) for few days before I can do whatever I want with the old disk.
