According to cpu-z I have two M471A5244CB0-CWE (8gb total) and I searched online for its cl rating but was not able to find it. Could it be harmful at all to upgrade the ram to the Corsair Vengeance SODIMM 32 GB (2 x 16 GB) DDR4 3200 MHz C22, even though the latter is rated at c22? Also, these are the timings in cpu-z with the current samsung modules.

If you want to go with the Corsair Vengeance CL22 memory, it should work because it meets the specs.
If it were me, I'd go with the Crucial memory, but like I wrote earlier that is entirely up to you.
Since you found a review where someone confirmed the memory worked in a similar notebook, I am a little more confident that the Corsair memory would probably work fine.

The service manual has the 16 GB memory part number in chapter 3.
Maintenance and Service Guide (hp.com)
Memory modules (DDR4-3200) 16 GB HP part # L67710-001.
HP uses memory from a few different memory manufacturers (Samsung, Micron, Hynix).
But they assign the same part number to the memory they install.
I am pretty sure the memory that HP installed is CL22, but you can buy the actual part number of the 16 GB memory chips that HP uses for your notebook on eBay if you wish:

It should be but I don't normally recommend you install performance memory in notebooks.
That's not what HP installed.
I'm thinking this memory may be more suitable, but that's your decision to make.

That's what's in your notebook now.
SODIMM stands for Small Outline Dual In-line Memory Module used in notebook/laptop PC's as opposed to UDIMM modules which are used in most tower desktop PC's.

I am aware it uses SODIMM, what I mean is that the Corsair is also SODIMM, meaning it is also specifically made for laptops. I would just like to understand what makes you think it isn't as good of an option.

This is why...According to the part number that person posted, the Corsair memory was CL22.

I get the way you're going about it but if I'm not mistaken (I might be) from what I've seen the laptop involved doesn't even have a dedicated graphics card and it seems to be a non performance focused office laptop, whereas the Victus 16 is aimed at performance.
Something I should have mentioned earlier is this review, which also states that it was compatible with their Victus 16 with an Intel processor, similar to mine. I am in no way discarding your opinion and just want to know what would be objectively better.
Also this one with the same processor as I have and an objectively worse gpu.
For what it's worth.
This seem like a good example even with the same model and processor (not sure about gpu but you get the point)
