I have an HP 2000-428DX Notebook PC with 4GB RAM, 500GB storage, 64-bit, currently running Windows 10. Is this computer upgradable to Windows 11?

Your notebook does not meet the hardware requirements to run W11.
You could probably run it in an 'unsupported state,' but that is up to you.
See the info below.
Unsupported Windows 11 PCs will get cumulative updates, at least for now (windowslatest.com)
