My 2 usb 3.0 ports do not work with anything but usb 3.0 stuff.
I have tried alot of things like updating drivers, trying older drivers, trying wrong but similar drivers, changed bios settings. reinstalld OS, tried diffrent OS.
Recently i tried a usb 3.0 powerd hub to see if it would accept usb 2.0 then while using USB tree viewer with no success
I got the hub for my Oculuss rift sensor so I could connect 2 sensors to 1 port, but that did not work ( Rift sensor do work in the 3.0 ports because they are made for usb 3.0
The first couple of monthes i just tought those 2 usb ports were broken, untill I insterted a windows 10 installation usb and saw that my computer found it.
I do think this is a Hardware problem, and I wonder if anyone has any clue to why my ports are doing this, and what I could possible do to fix it.
and also, my b and n keys on the keyboard registers key presses very inconsistently (unrelated to the usb thing, because it just recently started happening, but its the reason im here now tho)

I understand that USB ports on your PC are not functioning correctly.
Don't worry I'll try to help you out.
Did you make any software or hardware changes on your PC?
Have you tried checking with different USB devices?
Please provide the product number of your PC to assist you better.
As you mentioned you see an exclamation mark on USB xHCI in device manager.
Try updating the BIOS on your PC and check if it helps.
Please try the steps recommended below.
1. Open Device Manager.
2. Expand category “Universal Serial Bus controllers”.
3. Double-click the “USB Root Hub” device, and click the Power Management tab. (if there’s more than one USB Root Hub device, repeat these steps for each one.)
4. Turn off the Allow the computer to turn off this device to save power option, and click OK button.
Disconnect all USB devices connected to the computer except a USB mouse and keyboard (if in use). This includes hubs, thumb drives, printers, and cameras.
In Windows, search for and open Device Manager.
The Device Manager window opens.
Double-click Universal Serial Bus Controllers to expand the list.
Right-click the first USB Root Hub in the list, then select Uninstall.
Click OK to confirm.
Continue uninstalling all USB Root Hubs listed.
Close Device Manager and restart the computer.
If the USB device that is having problems came with software and it was not previously installed, install the software now, following the manufacturer instructions.
Reconnect the USB device that was having problems and test it to see if it works.
Open Device Manager (Right Click on Windows Logo and Click Device Manager).
Now find and expand Universal Serial Bus controllers. Now right click on USB drivers and click Uninstall. Do for all USB drivers one by one.
Now Restart your PC. The USB drivers are automatically re-install and solve the corrupted USB devices.
Right-click on the battery icon and click Power Options.
Click Change plan settings.
Now click Change advanced power settings.
Find and expand USB settings.
Expand USB selective suspend settings and Disable both On battery and Plugged in settings.
Refer to this article to further troubleshoot USB connection issues with your PC.
If the issue still persists after trying out the steps. It is a hardware issue with your PC.

I understand your concerns.
Please perform the USB test and let us know.
1. Power off the PC and make sure that it is completely powered off.
2. Press the power button and the moment you press the power button immediately start tapping F2 key, you should see the system diagnostics screen.
3. Look for the component test, under that all the hardware will be listed, please choose USB and initiate the quick test.
Note: If it fails it will generate a 24 digits alphanumeric failure id, please capture that.
